The Odisha government is working to give strong houses to all because many people still have no good house and are left out from old housing plans. Official Launch of Antyodaya Gruha Yojana

The Odisha government will start the Antyodaya Gruha Yojana from Kalahandi at the end of this month, and it will help poor families who were not selected in Pradhan Mantri Awas Yojana. On March 30, the scheme will be launched by Chief Minister Mohan Charan Majhi, and this was told by Panchayati Raj Minister Rabi Narayan Naik on Thursday. In the first phase, 50,000 needy people will be given houses, including sick people, differently-abled, widows, and those who lost homes in natural calamities, fire, or elephant attacks.

Families of martyrs and Padma awardees will also get houses. A budget of Rs. 2,603 crore is made for this, and interest help will be given in 2025-26. Until now, 19.5 lakh people registered for PMAY, and more will be added as the survey will continue till March 31.

What is Pucca House Means?

A pucca house is a strong house that stays good for many years. Its walls and roof are made with solid materials like bricks, stone, and cement. The roof is built using RCC, so it does not break easily. It can face rain, wind, and heat without much damage. Such houses do not fall apart fast and can last at least 30 years. A pucca house is safe and strong.

What is Kutcha House Means?

A kutcha house is a weak house that cannot keep people fully safe. Its walls or roof are made of simple things like mud, straw, bamboo, or plastic. Cement is not used to make it strong. The roof can be of grass, tiles, or asbestos, which is not very strong. In heavy rain or strong wind, such houses can break easily. It does not give much safety in floods or storms. A kutcha house is not good for a family to live for long.

Eligibility Criteria

People who have no house or live in weak huts can get a new home if they meet the following eligibility criteria:

  • FRA beneficiaries will be given houses under this scheme.
  • Families with the main earner having 40% disability will be helped.
  • Poor families left out from other housing plans will be included.
  • Houses destroyed by fire, flood, storms, or elephant attacks will be rebuilt.
  • People who lost homes due to river or sea floods will be shifted.
  • Families moved for government projects like roads or dams will get houses.
  • People living in reserved forests or sanctuaries will be given safe homes.

Ineligibility Criteria

Some families will not get a house under this scheme because of the following reasons:

  • Families already living in a pucca house will not be included.
  • If any family member works in a government job or gets a pension, they cannot apply.
  • Those having a car or motorized farm equipment will not be given houses.
  • Families running a registered business are not eligible for this scheme.
  • If anyone in the family earns more than Rs. 15,000 per month, they cannot get a house.
  • Families owning 2.5 acres of irrigated or 5 acres of dry land are not allowed.
  • Those who got houses under other government housing schemes will not be included.
  • Families moved for government projects but already have a pucca house elsewhere cannot apply.

  • Families getting new houses will receive Rs. 1.2 lakh in parts as the house is built.

Process of Installment Release

The housing assistance of Rs. 1.2 lakh will be given in installments at different construction stages:

Time Period of Construction

  • The houses under Antyodaya Gruha Yojana will usually be completed within 12 months from the date the 1st installment is credited to the beneficiary’s account.

Beneficiary Selection Process

The process to select beneficiaries will be done step by step:

  • The Collector-cum-District Magistrate will check the list and send it to the PR & DW Department.
  • The PR & DW Department will take approval from the Hon’ble Chief Minister.
  • The decision will be sent to the concerned district.
  • The BDO will verify and approve eligible beneficiaries.
  • Houses will be sanctioned after following the proper procedure.

Application Process

The application process will be done in steps one by one:

Step 1: Panchayat Samiti will look after the scheme under Zilla Parishad and PR & DW Department.

Step 2: BDO will find the eligible people and check their documents.

Step 3: If they are calamity victims, PwD, or need special certificates, their papers will be checked properly.

Step 4: Details will be added to the RH portal, and the proposal will be sent to the Collector.

Step 5: A photo of the current house will be taken and uploaded online before approval.

Step 6: Collector-cum-District Magistrate will check everything and send it to the PR & DW Department.

Step 7: The PR & DW Department will ask the Chief Minister for final approval.

Step 8: The houses will be given to districts, then districts will send them to blocks.

Step 9: The BDO will approve the house and give an online work order.

Step 10: A block officer will be attached to some beneficiaries to help them.

Step 11: This officer will check the construction stage, and BDO will send funds accordingly.

Step 12: Beneficiaries will get 90 or 95 workdays under MGNREGA (depending on the district).

Step 13: If they have not got it before, they can get help from other schemes like Ujjwala, water, sanitation, and electricity.

Step 14: After finishing, the house must have the scheme logo painted on the front wall.

Step 15: No contractors will be used. Beneficiaries will build the houses themselves.

Step 16: Houses will be made on their own land or family land (if others agree).

Step 17: The house will be in the female head’s name. If there’s no female head, it will be in both husband and wife’s names.

Step 18: If a person is old, weak, or disabled, the government will help in construction if they request it.
