The Odisha Laptop Scheme was started in 2013 by the Government to give free laptops to meritorious students who passed class 12, so they can study better. Many changes were made in this scheme to make it faster and more helpful for students. From the year 2020-21, laptops are not given directly but instead an amount of Rs. 30,000 is sent to students’ bank account, which is used for buying laptops by themself. Earlier, students were selected from districts but now from 2024, selection is being done from Block or ULB level, so that more students can be benefitted easily.

Odisha Free Laptop Scheme
To help the meritorious students who passed class 12, the Odisha Government had started a Free Laptop Scheme in 2013 where free laptops were given for their studies. Later, few changes were done to make it faster, helpful and easy for students. From 2020-21, laptops are not given but instead Rs. 30,000 is being sent directly to the student’s bank account so that laptop can be bought by themself. Earlier, selection was done district-wise but from 2024, it is done based on Block or ULB to help more students in small areas. Every year 15,000 students are selected under this scheme and this scholarship can also be taken if students apply or get other schemes also.

Motive of Odisha Laptop Scheme
The main motive of Odisha Laptop Scheme is to help the meritorious students who passed class 12 with good marks. This scheme was started to support them in higher studies by giving laptops or money for buying it. Students were helped so that they can do online classes, make projects and learn new things. It was also done to make students more smart in technology. Poor but talented students are getting more benefit from this scheme. Their study is being made easy by this help.

Eligibility Criteria
The eligibility criteria for the Odisha Laptop Scheme are as given below:
- Students who have passed the Annual Higher Secondary Examination (+2) in 2024 from Science, Arts, Commerce or Vocational Stream under CHSE, Odisha or passed the Upashastri Examination, 2024 by Shri Jagannath Sanskrit Vishvavidyalaya are treated as eligible if their name is there in the meritorious list published by Higher Education Department, Odisha for this scheme.
- An amount of Rs. 30,000 will be given through Direct Benefit Transfer but it will be sent only to the bank account which is linked with Aadhaar number.
- The money is transferred through the Aadhaar Payment Bridge System, so students are not asked to submit their bank account details for receiving the amount.
- It should be checked by students from the bank whether their Aadhaar is properly seeded with the bank account and also NPCI mapped, otherwise the money cannot be sent.
- In case if Aadhaar is not linked, Aadhaar seeding and NPCI mapping must be done by visiting the bank before applying, so that the account can receive the Rs. 30,000 without any problem.

Selection Process
Here we have provided the selection process for how the selection and money is given under this scheme:
- The list of meritorious students who passed Annual Higher Secondary Exam (Arts, Science, Commerce, Vocational) conducted by CHSE, Odisha or Upashastri Exam by Shri Jagannath Sanskrit Vishwavidyalaya, Puri is collected from CHSE and SJSV based on merit and category.
- After that, Block/ULB-wise, District-wise, Stream-wise and Category-wise list of students is prepared by using the data received from CHSE and SJSV, as per the selection rule.
- Students are selected according to the marks they got and based on seat allocation of Block or ULB, and students who secure 60% and above are mostly considered for selection as per the available allocation.
- The final list is published in the Higher Education Department’s website and also in the State Scholarship Portal (https://scholarship.odisha.gov.in/).
- Students whose name is there in the beneficiary list can apply through this portal for getting Rs. 30,000 to buy a laptop.
- While registering, students must have an Aadhaar number and also mobile number linked to that Aadhaar because login details are sent on that mobile only.
- Only those students whose name appeared in the final list can apply by uploading their bank passbook to get the money in their bank account through DBT.
- Proper budget is already kept by the Government in the State Plan Scheme for this purpose so that students can get financial help without problem.

Odisha Laptop Scheme Apply 2025
To Apply for Odisha Laptop Scheme 2025, please follow these below mentioned steps:
- Step 1: All the eligible applicants who are a new user to the State Scholarship Portal can visit the SSP Website then click on registration link for doing registration using Aadhaar number and mobile number which is already linked with that Aadhaar, but if you are already a user then click on login button directly.

- Step 2: Enter your Aadhaar number for registration but if a student does not have Aadhaar then he or she must visit nearest Aadhaar enrolment centre to make new Aadhaar first.
- Step 3: Mobile number which is already linked with Aadhaar or email should be checked for receiving user ID and password but if mobile number is not linked with Aadhaar then linking should be done by visiting nearest Aadhaar centre.
- Step 4: Click on Login link at the portal, and user ID and password which was received through SMS or mail should be entered for starting the application of scholarship.
- Step 5: From the drop down list of scholarships, select GVPY as it is meant for the Odisha Laptop Scheme.
- Step 6: Only those 15,000 students whose name is published in the meritorious list by the Higher Education Department are allowed to apply for this scheme.
- Step 7: If any student’s name is present in the beneficiary list but still not able to apply for GVPY then he or she must send an email to laptopdbt2024@gmail.com by attaching the duly filled form given in Annexure-A along with Aadhaar card copy so that Aadhaar number will be updated in the portal within one week and after that student can apply easily.
- Step 8: Fill out the form carefully with the required details such as personal details like name, date of birth, Aadhaar number, father’s name, address etc.
- Step 9: Academic details like school or college name, last exam passed, marks obtained, stream and other study related details should be filled properly in the form.
- Step 10: Click on “Save as draft button” if student wants to save the information as draft otherwise click on “Next” button for moving ahead in the scholarship form.
- Step 11: After reaching the preview page, students must check the entire form very carefully and if all the details are correct then click on the “Submit” button to complete the application process.
Aadhaar seeding with Bank Account
To make Aadhaar seeding with Bank Account, please follow these below mentioned steps:
- Step 1: First Aadhaar seeding status should be checked whether it is linked with a bank account or not by visiting the Aadhaar website.

- Step 2: If Aadhaar is not linked with bank account and not updated in NPCI mapper then customer must visit the bank branch and submit the Aadhaar seeding consent form properly filled.
- Step 3: If Aadhaar is seeded in multiple bank accounts then the bank which updates the mapper last will be active in NPCI mapper and that mapper will route the DBT amount to that bank only where Aadhaar is last seeded.
- Step 4: Bank branch will properly check the consent form, verify the documents and also check the customer’s signature for correctness.
- Step 5: After checking everything, the bank officials will link the Aadhaar number to the customer’s bank account in the CBS system and also update it in the NPCI mapper.
- Step 6: When bank uploads the details to mapper then the response file received from NPCI should be verified by bank staff to confirm the Aadhaar seeding is done.
- Step 7: If there is any failure in updating Aadhaar or any mismatch then the bank has to take necessary action and fix the problem and also update the CBS system properly.
- Step 8: Customer must visit the bank where he or she is holding the account and give the duly filled consent form for Aadhaar seeding without forgetting.
- Step 9: Once the bank verifies all documents and signature then the bank will accept the consent form and give an acknowledgement receipt to the customer as proof.
- Step 10: After that bank will link the Aadhaar number to the bank account and also update it in the NPCI mapper so that DBT can be received.
- Step 11: When all this process is finished successfully then the Aadhaar number will start reflecting in the NPCI mapper which means Aadhaar seeding is fully done.
