- Applicant must be a permanent resident of West Bengal, India
- Applicant must not have their permanent house in the state.
- Applicant must belong to financially unstable background.
- Applicants with BPL ration cards are also eligible to apply.
- Applicant engaged in Government jobs are not eligible for this scheme.
- Applicants listed in the SECC 2011 BPL list can also apply.
- Annual income of applying candidate’s family must not be more than Rs. 1 lakhs per annum from all sources.

Financial Benefits
- Under this Banglar Bari deserving residents receive financial assistance of Rs. 1,20,000 and Rs. 1,30,000 for (remote, unpopulated areas) into three installments for the construction of house.
- In this first installment of Rs. 60,000 is given by the government at the beginning of construction of house, and second of RS. 50,000 is given at the mid of construction, and the rest amount of installment will be paid after the completion of housing project respectively.
