About Affordable Rental Housing Scheme

A new scheme has been started by the Ministry of housing and urban affairs Government of India. An Affordable Rental Housing Scheme has been started for the urban migrants/ poor people who are living in slums/ informal settlements/unauthorized colonies/ Peri-urban areas to save the housing costs. Under this scheme, the government is going to provide affordable rental houses, and ease of leaving to Urban migrants/ poor in the industrial sector as well as in the nonformal urban economy.

Objective Of Affordable Rental Housing Scheme 

Many of the urban migrants/ poor face issues in finding affordable rental houses near their workplaces. This scheme is going to help such migrants/ poor people. The main motive of the ministry of housing and urban affairs Government of India behind starting the affordable rental housing complex Scheme is to provide decent housing close to the workplace of the people which is affordable.

Main Features Of Affordable Rental Housing Scheme 

  • The affordable rental housing scheme is beneficial for the economically weaker section/low-income group of people who are migrants/ poor in urban areas.
  • Implementation of this scheme will be made by adopting the 3E strategy- Empowering States/UTs, Ease Of Doing Business, and Ensuring Sustainability.

Implementation Model

The government will follow the following two models for the implementation of the scheme

  • Utilizing existing government-funded second houses to convert into ARHCs through a public-private partnerships or by public agencies
    • Existing houses will repair and all the civic infrastructure gaps like water, sewerage, sanitation, internal roads, etc. facilities will provide in these houses
    • Local authorities will fix the initial affordable rent for such properties on the base of a local survey prior to the issues of request for proposal
    • Tenants will have to sign A rent agreement which includes the rules and regulations
    • Tenants have to accept the terms and vacant premises without any dispute as mentioned in the contract
    • The period of the contract will be 25 years
    • After completion of the contract period talent have to hand over the property to the urban local body
  • Construction, operation, and maintenance of ARHCs by public/private entities on their own available vacant land.
    • Under this model, houses will be constructed operated, and maintained by entities on their own vacant land for a period of 25 years
    • Entities can partner or associate with other entities for land agreement project finance implementation and operation & maintenance
